Cardozo was Jewish and believed in Judaism and the Talmud instead of the Bible. Judaism are the descendants of those who murdered Jesus, probably because they were the only ones He ever got mad at. See Form #05.047 above.
According to the last article above, Cardozo forsook the Jewish tradition of private charity and made it mandatory in the government. The modern income tax was then piggybacked on top of it to enslave us all.
